No — a QR code already encoding a GS1 Digital Link URL is already conformant. The standard formalizes the URI structure GS1 Digital Link already used; it does not introduce a new encoding requirement.

What does a resolver add beyond the URL itself?

It lets one identifier point to multiple linked resources — a product page, a certificate, a traceability record — selected by linkType, instead of hard-coding a single destination into the printed code.
